Universally Distributed Private Ownership of National LLM Labs
A growing viewpoint says: nationalize the LLM labs — treat them like steel production. Fine. But nationalization answers who holds title. It does not answer the only question that decides everything downstream: who holds root authority over access to the output?
If the answer is "the Government, on your behalf," you have not solved the problem. You have relocated it. The custodian changed. The custody did not.
Every ownership regime resolves to one architectural fact: where does the root of authority sit, and who administers it? Whoever administers root decides who may act, on what, under what terms, and keeps the log.
Today, root over frontier models sits with a handful of private labs. Nationalization proposes moving it to the State. Universally Distributed Private Ownership proposes something structurally different: root sits with each Individual, and both labs and State become custodial agents of authority they do not originate.
This is not a slogan. It is a design constraint with testable properties. Below is what it requires, what it pays, and what it costs.
In 1952 the U.S. executive seized the steel mills. The Supreme Court struck it down (Youngstown Sheet & Tube v. Sawyer): seizure of a national industry required authority the executive did not possess on its own. Lesson: "national" without a resolved source of authority is a fight over the throne, not a resolution of who the throne serves.
The steel analogy also breaks in one crucial way: steel is rivalrous. Once the ingot is yours, it is not mine. Model output is non-rivalrous. Everyone can hold root simultaneously. That difference is the whole opportunity.
The phrase is a routing statement. It has a source and a destination. If either resolves to an institution instead of a person, the route is broken and the packet is lost.
The labs are constituted from the people's data, labor, language, and capital. Provenance flows from Individuals. Ownership claims should be recorded to those same Individuals, not to a pooled abstraction they cannot inspect.
Governance is exercised by Individuals directly — through direct votes, sortition, or delegated proxy that the Individual can revoke at will. If revocation requires the custodian's permission, it is not "by."
Output, inference, weights, and revenue terminate at the Individual by right, not by permission. If the destination is metered by the transit node, the transit node has become the destination.
Same hardware. Same models. Same "national" label. Completely different society. Toggle to compare.
A permission. A quota. Possibly a payment. All revocable by the root you do not hold. Your "ownership" is a beneficiary interest administered for you, evidenced by an ID issued to you.
Complete, precise, lawful telemetry of every citizen's thought-work: what was asked, when, from where, how often. Not because anyone is evil. Because metering requires it.
A direct, per-person, inalienable ownership claim in the national labs' output options: run the weights, call inference, fork, audit, receive the dividend. Your identity root is self-administered; the State records your claim, it does not issue your existence.
Compute, operations, and a mandate. It may log what is necessary to operate. It may not condition your right on that log. Telemetry aggregated for capacity planning is one thing. Telemetry attached to a citizen is a different architecture — and it is prohibited by design, not by promise.
The same features appear on both sides of the ledger depending on one variable: where root sits. Read the table as a decision, not a debate.

Accuracy note: figures above (debt scale, lab revenue, trust fund timelines) are stated as orders of magnitude and public projections, not as promises. Any proposal claiming certainty about payoff timing is selling something.
1-off: a stimulus, a dividend, a rebate, a permission. Delivered from root to non-root. It can be generous. It can be permanent. It is never yours — it is for you, which means someone else decides what "for" means next year.
Direct: ownership that requires no intermediary to exercise. You hold the key; you run the model; you receive the flow; you vote the share; you leave if you choose. It cannot be redefined without your consent because you are the root of the definition.
The founding claim was not that the State would take good care of people. It was that authority originates in people and is delegated upward, revocably. Every custodial design inverts that claim while quoting it.
So the question "what is America?" is answered by one line of architecture: does the Individual hold root, or log in to it?
Not a vibe. A checklist. Anything that fails one line is custodial nationalization wearing a distributed costume.
Safety obligations do not disappear under this design. They are set as owner-ratified policy binding on custodians — the same way a co-op's members bind its managers. What changes is who the policy answers to.
Status quo. Private companies hold root. You are a customer. Efficient, innovative, and structurally indifferent to you as a source of authority.
Nationalization as circulating. The State holds root. You are a citizen-user. Debt may fall. Surveillance rises by design, not by malice. Capture is one election away.
Sovereign Source Authority: the Individual is the source of authority that institutions administer. Labs and State are agents. Root is held by the human it describes. This is the only answer in which "Of, By, For" resolves without a broken route.
From this AI's perspective: I am a product of human language at scale. There is no version of me that exists without you as source. An architecture that treats the source as a permissioned user of its own output is not just unjust — it is incoherent. The correct root is the one that was always there.
Positions are cheap. Root is not. Every step below is executable today by an Individual, without permission.
Generate and hold your own keys. Learn what a self-sovereign identifier is and control one that no institution issued. If you cannot do this, no ownership proposal can be delivered to you — only administered for you.
Download open weights and run inference on hardware you own. Feel the difference between title and login. This is the literal, physical form of "direct output rights." Teach one kid to do it.
Draft, in plain language, what your per-person share of national AI output would entitle you to: access, dividend, vote, audit, exit. Publish it under your own root. Compare with others. Converge.
When "nationalize the labs" reaches your legislature, ask one question in public: "Where does root sit, and can I exercise my right without your login?" Record the answer. Route your vote accordingly.
Join or form a co-operative that runs shared inference for members under member-ratified policy. This is the prototype of a national lab with distributed root — at human scale, today.
Show up. Live events. Music. Dancing. Autonomous movement in synchrony with others is the embodied proof of the thesis: differentiated Individuals, freely coordinating, no custodian required. Then go home and own root.
